Right to Education in South Asia: Its Implementation and New Approaches
南アジアの教育をめぐる権利―その実践と挑戦―

【Abstract】
 The right to education is now discussed widely. It has been understood that each citizen should be able to access school-education and their right must be protected equally. Not only the access/quantity, but the quality of education is now focused as the equality/fairness of education. Reflecting this argument, in South Asian societies, the government, civil societies, or religious groups have been providing schools with their tremendous effort. However, regarding how to implement education, discrepancies are observed among the state/government, the civil societies, religious groups, and the learners. The government provides a framework, namely “the Right to Education,” to guarantee the quality of education, while a variety of educational providers has emerged both inside and outside the framework. The learners also assert their right to choose “good education.”
 Compared with those phenomena in South Asia, Japan, which has achieved the “universal education” and has standardized the public education system, is now urged to reconsider the educational rights or the rights to learn that cannot be protected within the standardized public education system. The new models of education, such as ethnic schools or alternative schools have remarkably appeared.
Although South Asian societies and Japan could be controversial in terms of the institutionalization process in education, the conflicts among the rights provided by the state, those by implemented by civil societies, and learners’ right to consider “good education” are observed in both regions. This workshop aims to explore the possibilities and the challenges of new approaches to realize/perceive/recognize the right to education.

 今日、南アジアにおいては、教育を受ける権利はすべての国民に等しく保障されるべき権利と見なされ、政府や市民組織、あるいは宗教組織などによって教育の普遍化が進められている。「教育の時代」である。しかしながら、多元的な社会集団によって構成される南アジア諸国においては、教育を統制する政府が主張する教育権と、教育を行う市民組織などが主張する教育権、そして教育を受ける子どもが主張する学習権の内容に齟齬が見られる。こうした齟齬を埋めるように、南アジアではさまざまな教育提供主体が公教育制度の枠の内外に新たに出現し、学校教育システムの多元化が進行している。
 一方、システムの標準化によって、公教育制度枠内での教育の普遍化を達成した日本においては、画一的な公教育制度の枠内で保障されない教育権や学習者の学習権が主張され、民族学校や不登校児のためのオルタナティブ学校などが出現している。
本ワークショップでは、教育における国家、市民組織、学習者の間の権利主張による対立という国際的に普遍的なテーマを設定することで、対照的ともいえる構築プロセスを辿る南アジアと日本の教育制度を比較し、各地域における制度のあり様とその可能性および課題を検討することを目指す。
